SP releases public bidding rules for the Airport Express

The bidding rules for the Airport Express, the train that will connect downtown São Paulo to the international airport of Guarulhos in 20 minutes, was published yesterday by the Government of São Paulo. The document is available at the headquarters of the Secretariat of Metropolitan Transports in hard copy or digital form, the former at a cost of R$ 300 (US$ 143). The Secretariat informs it will soon be published on the website of Companhia Metropolitana de Trens de São Paulo, the train company of São Paulo, as well.
The bids of the companies have to be presented until the end of July. The purpose of the Government is manage to execute the grant of the airport express in December this year. The beginning of the operation is expected for the end of 2012, a year after what was foreseen when the project was presented in a public hearing in December of last year.
The company or consortium that offers the best grant will be awarded the concession. No minimum value was defined for the payment of the grant. It should be paid in monthly installments during the first two years of the contract. The ceiling fee was set at R$ 35 (US$ 17), to be adjusted on a yearly basis by the Broad Consumer Price Index (IPCA)
The bidding rules were released nine months after expected. The project already has the previous environmental license and the authorization of the Federal Government for the use of the area of the airport in the construction of the terminal of the Express.
