SP publishes bidding rules to privatize 1,600 kilometers of highways

The government of São Paulo will publish the bidding rules for the concession of 1.611 kilometers of roads to the private initiative next week. In order to explore five road corridors, the concessionaires should pay R$ 2 billion (US$ 1.1 billion) to the State. According to the original model -that says that the company that offers the greatest volume of money for the concession would be the winner - the government expected to collect R$ 7 billion (US$ 3.9 billion) in grants. However, after the success of the federal model, based on the lowest toll price, the government of São Paulo chose a mixed formula. According to the mixed model, the interested consortium must comply with two requirements: pay the price required for the concession and present the lowest toll rate. The State will define a maximum value of the tolls. There will be five lots: Ayrton Senna/Carvalho Pinto, Dom Pedro I, Raposo Tavares (section currently not under concession), East Marechal Rondon and West Marechal Rondon. Yesterday, during a meeting with the IDB (Inter-American Development Bank), Governor José Serra suggested that the institution finances the winning consortiums, guaranteeing resources for the minimum grant.
