It is already possible to open a company in one day

It is still an exception, but starting a company in one day is already possible in the country. A system created within the State Debureaucratization Program, in São Paulo, already allows São Paulo businessmen to open a company in just 24 hours. For now, only six cities are accredited for using the SIL (Licensing Integrated System), but there is a list of more than 60 municipalities that want to join. The ease is available for the municipalities of Piracicaba, Limeira, Mogi das Cruzes, São Caetano do Sul, São Jose dos Campos and Santos.
However, not all got the results of Piracicaba, the champion in agility, according to report data for the portal where it is recorded the numbers of licensing. Since the system was activated, in March this year, 4,838 companies were opened in accredited cities (except for Santos), averaging 20 per day. More than 90 of them in less than 15 days. In Piracicaba, where the system works since May, 1,523 companies have been opened.
The system makes the obvious: brings together in only one environment (virtual, in the case) all instances to be asked for a license: City Hall, Fire Department, Sanitary Surveillance and Cetesb. The licensing of the undertaking, phase that, according to Sebrae, is responsible for more than 90% of the delay to start a company, is done within 24 hours. With the speed up of the records in the Trade Board, Federal Revenue and Finance Department of the State of São Paulo, the businessman begins to have the chance to have his/her company running in a short time. The system is agile, but not all companies reached the record of one day. This is related to the nature of the activity.
The main condition is to be considered a low risk company by the four licensors. This is the main facility. The businessman, when requesting the license, tells the system if the undertaking is low, medium or high risk. This information will be checked, but it is enough to the issue of the license immediately. But the burden of providing false information continues.
However, for this system works, local governments need to adapt to new conditions. It's what the cities qualified in the program have made, including Piracicaba. "The departments responsible for issuing the license [Works, Environment and Finance] need to be articulated. The system breaks that typical situation of an agency to create difficulties to provide facilities", says the Secretary of Development of Piracicaba, Pedro Luiz da Cruz.
