Industrial construction has work until 2020
Valor Econômico
Reelected at the end of March for a second mandate ahead the Brazilian Association of Industrial Engineering (Abemi), the Executive Carlos Mauricio de Paula Barros, President of EBSE (MPE group), told Valor the Brazilian industrial construction companies have never had so much volume of work than with the combination of the works of the Growth Acceleration Program (PAC) and the increase of national content in the works and equipment of Petrobras - that make up most of the PAC. Barros has said he "gets dizzy" when he tries to make a detailed survey of what there is to do over the next five years and he says that there is work to do "at least until 2020". According to him, "all the companies (of the sector) today have a perspective they have never had, neither in the 70's".
Only in works for Petrobras, the earnings increased eight times in five years, going from the equivalent to US$ 3 billion in 2003 to US$ 24 billion in 2008. According to the Executive, in 2003 the shipbuilding industry was practically stopped and many other factories operated with no more than 30% of the installed capacity. Today, in contrast, there are more than 40 shipyards, of several sizes, in operation, and the other companies are getting to the limit of the capacity. The slowdown caused by the 2008/2009 crisis is already being left behind and Barros sees, for the coming months, the reheating for beyond the oil sector, with the resumption projects frozen in sectors such as mining and steel.
In order to measure the leap of the industrial engineering industry, the President of the Abemi tells that in the period of four years, ended in March 2010, the National Program of Professional Qualification (PNQP), intended for the oil sector, managed by entity, formed 80 thousand people spread through 12 States in 156 professional categories, and 86% of those people were hired. Even so, the second stage of the PNQP, which should start in the coming months, departs from a lack of 210 thousand new professionals, the same number of the beginning of the first stage.
"Our main goal is called domestic content", defines Barros. According to him, it was the increase of the minimum national content from 46% to 65% in the works of Petrobras, after 2003 that triggered the current cycle of growth. "It is 72%", he expects, saying that, should the new floor be confirmed, there will be a new significant increase in the volumes of works and employment.
