Guarulhos Train bidding rules are ready

With the final changes in the bidding rules, the beginning of the public tender of the Airport Express -train that will connect downtown São Paulo to the international airport of Guarulhos - now depends only on the approval of governor José Serra. Among the main changes are the increase of the ceiling rate from R$ 28 to R$ 35 (US$ 12.2 to 115.2) and the definition that the winner will be the one offering the higher grant value to the State instead of the lower rate. The increase of the rate was a consequence of the review in the estimate of the passenger demand. The government decided for a more conservative projection as it took into consideration the uncertainty regarding the construction of the third terminal of the airport. The perspective of the initial demand was of 19 thousand people a day in 2011, a volume that would grow up to 42 thousand with the expansion.
