Governor of São Paulo brings together 40 entrepreneurs to form the Programa Paulista de Competitividade

Secretaries of State, chairmen of companies, associations and unions meet to discuss 27 proposals to leverage the state's economy

Presidents of major companies and industry and trade associations in the State of São Paulo met this Tuesday, March 25, with Governor Geraldo Alckmin and public sector representatives to discuss 27 proposals that, once consolidated, will form Programa Paulista de Competitividade – Compete São Paulo (state's business competitiveness program). The program is a set of actions to be implemented by the state government to leverage the economy and attract more investments.

"The State does not create jobs, it creates conditions for the entrepreneur to create new jobs, innovate and contribute to the growth of the economy. And that is what we are doing", said Alckmin during the meeting, which marked the installation of the 40 directors of the private sector, at Palácio dos Bandeirantes. The governor also listed the actions that are already being implemented by the State to leverage competitiveness, such as the creation of initiatives as Via Rápida Empresa, Sistema Paulista de Inovação, Sistema Paulista de Parques Tecnológicos, among others.

The proposals discussed on Tuesday were suggested during the meetings of the six thematic chambers of Conselho Paulista de Competitividade, held throughout 2013. Chaired by the governor and created in March 2013, the body counts on 40 representatives of the society and eight leaders from state public institutions as counselors. "It's very nice to know that the ideas discussed in 2013 are already on paper and ready to be submitted. We have a good partnership with Investe SP, which has supported us in our projects in the State of São Paulo, and strongly believe this partnership between the government and the private sector", said the vice president of General Electric (GE) in Latin America, Adriana Machado.

During the meetings of the thematic chambers, which gathered 447 participants from 78 public and private institutions, 123 suggestions for public policy actions were consolidated and are to be undertaken by various government structures. They were condensed into 27 proposals (check out their individual goal at the end of the text).

"The public and private sectors need to work in an aligned manner. The role of the Council is to unite these efforts to work on an agenda that is positive for businesses, the government and the population. Not only with ideas and suggestions, but with concrete, pragmatic and organized proposals", said Secretary of Economic Development, Science, Technology and Innovation (SDECTI), Rodrigo Garcia, who is also the vice-chairman.

After the meeting on Tuesday, councilors will have 30 days to submit suggestions for changes in the proposals to Investe São Paulo, São Paulo's Competitiveness and Investment Promotion Agency, linked to SDECTI, which performs the executive secretary of the entity. These changes will be compiled within other 60 days to be submitted during the next meeting of the Council.

The end result of the new meeting will be to consolidate not only Compete São Paulo, but also Carta Paulista - a document that will be sent to the President of the Republic with suggested actions to solve current bottlenecks in the State.

"The meetings we held in the chambers raised very rich debates. We had the participation of presidents of companies and trade associations, representatives of State departments, university researchers, teachers and opinion leaders from various sectors of the State economy. The result of this equation were ideas that will help us troubleshoot bottlenecks and obstacles to competitiveness in the State and consequently the country", says the chairman of Investe São Paulo, Luciano Almeida.

Science and technology -the meeting of members of Conselho Paulista de Competitividade shared space at Palácio dos Bandeirantes with the meeting of the State Council for Science and Technology (Concite). Also chaired by the governor, the entity is responsible for setting the guidelines of the State's science and technology policy.

The State's Master Plan for Science, Technology and Innovation and the management model of the Jaguaré Technology Park were discussed at the meeting.

On the occasion, a decree creating the Sistema Paulista de Inovação - (SPAI) was also signed to gather in a single program the actions focused on technology parks (SPTec), technology-based business incubators (RPITec), innovation centers (RPCITec) and technological innovation centers (RPNIT). The "Zero Interest" bills for the State Scientific and Technological Fund (Funcet) and the inclusion of Science and Technology in the legislation of social organizations were also submitted to the Council Chamber. Red Tape Reduction Chamber

Goal: Reduce lead times for company opening and closing processes, which includes fluidity of information and procedures for environmental licensing, health, fire prevention and municipal ordinances.

Goal: Deployment of red tape reduction support programs.

Goal: Reducing red tape for farmers.

Goal: Evaluate and make prior recommendations regarding regulatory frameworks and associated obligations in a business opening and closing process.

Goal: Civil and criminal liability of entrepreneur's exclusive activities.

Human Resources Qualification Chamber

  1. Goal: To widen and adapt the supply of professional courses according to the market demand.
  1. Goal: Review standards for hiring manpower and creating alternatives.
  1. Goal: Improve basic and vocational education.
  1. Goal: Development of programs to support the training and qualification of education professionals.

Chamber of Infrastructure

  1. Goal: Reduce costs of electricity, natural gas, fuel oil and telecommunications.
  1. Goal: Self-sufficiency in energy production
  1. Goal: To upgrade quantity, quality and productivity of telecommunications infrastructure and information technology in the State of São Paulo so as to meet industry needs with quality and efficiency.

Innovation Chamber

  1. Goal: Empower State Research Institutes in establishing covenants, partnerships and agreements with private companies and trade associations with estimates of financial resources.
  1. Goal: Enlarge and upgrade the efficiency of innovation investment lines in the State of São Paulo.
  1. Goal: Encourage the installation of innovation- and technology-based companies within Sistema Paulista de Parques Tecnológicos (SPTec) and Rede Paulista de Incubadoras (RPITec).
  1. Goal: To establish a tax incentive program for scientific and technological research and development of technological innovation in the State of São Paulo.
  1. Goal: To foster the research and development of new technologies

Logistics Chamber

  1. Goal: Reduction of time in Customs Clearance.
  2. Goal: To improve the competitiveness, as well as rail infrastructure and multimodality of the State of São Paulo.
  3. Goal: To improve the airway structure of the State of São Paulo.
  4. Goal: To improve the competitiveness of the waterway and pipeline structure and multimodality of the State of São Paulo.
  5. Goal: To improve the competitiveness, as well as the road structure and multimodality of the State of São Paulo. 

Competitiveness Promotion Chamber

  1. Goal: To improve the tax system and regulatory frameworks to promote the competitiveness of companies in São Paulo with regard to state taxes and fees.
  1. Goal: To create and improve tax and tax incentive policies for the private initiative. Evaluate and make prior recommendations regarding any changes in the tax system and changes in regulatory frameworks. 
  1. Goal: To improve existing mechanisms. 
  1. Goal: Adaptation of international standards - Mercosur
