Bertin group wins US$ 2.9 billion bidding for segment of road beltway

Offering the lowest toll fares - R$ 2.1991 (US$ 1.3) for the Southern section and R$ 1.6493 (US$ 0.97) for the Eastern - the SPMar consortium assured its victory in the bidding of the South and East segments of the Mário Covas Road Beltway held yesterday in São Paulo. Grupo Bertin, formed by the companies Contern Construções e Comércio Ltda. and Cibe Investimentos e Participações S.A., stood out presenting the greatest discount on the toll fares ever offered in road concessions in the State of São Paulo (63.3% on the ceiling fares stipulated in the bidding rules - R$ 6.00/US$ 3.5 and R$ 4.50/US$ 2.6 respectively).
Now, the Transportation Agency of the State of São Paulo (Artesp) will proceed to the qualification of the consortium and only after it is approved SPMar will be confirmed, or not, the winner in the bidding. To do so, the company must meet certain criteria set out in the notice. They are: legal eligibility, technical qualification, regular standing as regards taxes, economic and financial qualification and methodology of execution and business plan.
Should the consortium confirm its victory, it will become responsible for works that should reach a total of R$ 5 billion (US$ 2.9 billion) in investments. The winner will have to construct the Eastern segment in a maximum period of 36 months and increase the services of the Southern section, already concluded and in operation. It is worth remembering that the value of the grant in the concession, of R$ 370 million (US$ 217.6 million), should be paid two days before the signing of the contract.
The concession of the Southern and Eastern segments is good for a period of 35 years. After that period, the segments return to public administration. It is also foreseen that the toll - for both the Southern section, with 61.4 kilometers, and the Eastern, 43.5 kilometers - will only be charged after the conclusion of the Initial Intensive Program to be implemented in six months and the tolling model will be the same already adopted in the Western segment, that it, the users will only pay once in each segment. Should SPMar be disqualified by the Artesp, the documents of the bidder with the second best toll fare offered will be analyzed.
