Award of Rodoanel’s west section is set at US$ 1.1 bi

Yesterday, the government of São Paulo launched the auction for the concession of the 32 kilometers of the west section of the Rodoanel Mário Covas (Mario Covas Road Ring). Organized by the São Paulo State Transport Agency (Artesp), the bidding rules establish the term of 30 years for the private management. The public tender is the first test of the government of São Paulo after the auction of the federal highways in which the Federal Government managed to obtain lower toll prices by not charging for the consent of the concession. According to the international public bid model of lowest basic fee value, São Paulo does not waive the non-gratuitous concession. The bidding rules states the passing on of R$ 2 billion (US$ 1.1 billion) to the state by the company that wins the tender. The maximum of R$ 3 was set for the toll. The time limit for the payment of the concession is two years. The companies will have up to March 11, 2008, to register their proposals. The toll may only be charged six months after the execution of the contract with the winning company. The government of São Paulo intends to use the R$ 2 billion (US$ 1.1 billion) in the works under progress in the South section of the Rodoanel that has 54 kilometers of extension and connects important highways, such as Imigrantes, Anchieta, and Régis Bittencourt. The bidding rules released yesterday foresee investments of R$ 804 million in works for the improvement of the West section. The public tender establishes that 35% of this value (R$ 280 million) (US$ 159 million) to be invested in the first three years. Among the investments there are the implementation of side roads between the intersections of the Padroeira exit and the Raposo Tavares highway and the construction of an extra lane (5th lane) between the cloverleaf of highways Castello Branco and Raposo Tavares. Works for the recovery of six kilometers of the side road of Carapicuíba, the construction of three pedestrian walkways and improvements in the accesses to the Castello Branco highway and in the intersection of Padroeira will also be made. Systems of communication, control and inspection with radars, weighing scales, radio telephony, call boxes, message panels, fog detector, and cameras for the monitoring of traffic will be installed. Tow trucks, vehicles for inspection, ambulances and cars for the Road Policy are included in the bidding rules, which are available at www.artesp.sp.gov.br and at the headquarters of Artesp, in São Paulo.
