New terminal to be tendered in blocks

Infraero intends to release, until the 31st, the first public notice for the construction of the third passenger terminal of the Guarulhos international airport. As the president of the state owned company Sérgio Gaudenzi informed yesterday, these works will have an uncommon character in the sector: the division of the tender in several blocks, as a means of increasing the competition among suppliers and allow some economy to the public coffers. The terminal is a priority for Infraero, even with the putting away of the project of the third runway of Guarulhos, because it will increase the annual movement of passengers from 17 million to 29 million. The value of the investment in the airport will be R$ 1.010 billion (US$ 573.9 million) and there are no more restrictions from the Federal Budget Oversight Board (TCU) regarding the publishing of the bidding rules, affirmed Gaudenzi. Infraero expects the works to last nearly two and a half year. If everything goes as planned, the new terminal will be inaugurated in mid 2010. The state owned company intends to place international flights, at least intercontinental flights, in the terminal # 3 -a more modern one. The tender will be divided in nine blocks. Only the first two bidding rules may be published in the end of January: the first one, for the elaboration of the engineering executive project, in the maximum value of R$ 25 million (US$ 14.2 million); and the second, for the groundwork of the terminal and the construction of a new aircraft yard, with maximum price of R$ 150 million (US$ 85.2 million). The yard, which will create new parking slots for the large size aircrafts, will allow the increase of the number of operations (landings and takeoffs) from 45 to 54 per hour. The measure was announced by Defense minister Nelson Jobim on Monday, in order to meet the increase of the demand for air transportation while two long-term solutions do not come out of the paper: the construction of the second runway of the Campinas International airport (Viracopos) and new a large airport in the State of São Paulo. After the publishing of the first two bidding rules, the public tender for the civil works in Guarulhos (physical installation of the new terminal and the road access) will take place in July - that is the most expensive block, in the value of R$ 550 million (US$ 312.5 million).
